Jeff Baxter
Partner
Jeff Baxter is a leader in the field of real estate and sustainable development. As a founding partner in Cityvolve, Jeff has been at the helm of a number of transformational redevelopment projects within the Charleston area. He is a proponent of adaptive building reuse, urban infill development and strategic urban planning initiatives. He is frequently invited to participate on panels as a planning and development expert. In 2012, Jeff served as an Adjunct Professor at the College of Charleston, teaching Sustainable Urbanism.
Over the course of his career, Jeff has pursued a passion for tackling complicated redevelopment projects. Jeff was a member of the winning team from Harvard University in the 2003 Urban Land Institute/Gerald Hines Student Urban Design Competition.
Before co-founding Cityvolve, Jeff served as the Director of Development for The Noisette Company, the Master Developer for the Navy Yard at Noisette in North Charleston, SC. Jeff oversaw various planning and redevelopment efforts including development management, property management, leasing and sales, historic preservation, low-income housing tax credits, and LEED certification at the Navy Yard. He managed and edited the creation of The Noisette Company’s 2001-2007 Sustainability Report and oversaw the certification process for the Navy Yard’s LEED Neighborhood Development certification—the first in South Carolina.
Jeff is an active member in the Urban Land Institute. Over the years, he has held a number of leadership roles and currently serves as the Chair of Mission Advancement for the South Carolina District Council. Jeff has served on the North Charleston Housing Authority since 2008 and currently serves as the Board’s Chairman. Jeff graduated from the University of Georgia with a Bachelors degree in Landscape Architecture and Harvard University with a Master’s of Landscape Architecture, with a concentrated focus on urban redevelopment.
Jim Haley
Partner
Jim has over 20 years of experience in the field of real estate financing and development with a focus on sustainable development projects that match solid development principles with traditional debt and equity sources. He has a passion for projects that have strong fundamentals and the opportunity to take advantage of often overlooked economic incentives and alternative capital sources such as historic and new markets tax credits. Jim leads the banking, treasury and investor relations responsibilities for Cityvolve. He is also a South Carolina licensed broker and serves as the Broker-In-Charge for Cityvolve Commercial Realty.
Prior to co-founding Cityvolve, Jim spent eleven years as the Chief Financial Officer for the Noisette Company, LLC. At Noisette Jim was a senior member of the leadership team responsible for redeveloping the 340-acre urban infill project including completion of the 3,000- acre Noisette Community Master Plan, securing planned development district zoning entitlements, negotiation of a ten-year development agreement with the City of North Charleston and completion of infrastructure redevelopment, design, and engineering.
Jim is an Urban Land Institute member and has served on the board of several organizations including two charter schools. He served as the Treasurer and Board Chair and currently serves as the Immediate Past Chair of the South Carolina Community Loan Fund, a statewide lender that provides access to capital in underserved areas.
Anne Lawless
Development Associate
Anne has over 25 years of experience in real estate. She worked for one of the largest commercial development/ construction firms in Atlanta as well as in the commercial architectural industry for several years. Her diverse experience spans asset management, real estate development, construction management, strategic planning, marketing and business development, and executive recruiting for some of the top real estate companies in the industry.
Anne earned her LEED AP designation and expanded her experience with sustainable triple bottom line practices working for The Noisette Company in Charleston in the redevelopment of a portion of the Charleston Naval Yard. She was responsible for strategic development initiatives, management and execution of overall leasing and property management services, and development of sales and marketing strategies.
Most recently, Anne worked with an international real estate firm as the key client contact working with sellers and buyers throughout the listing and sales process in the Hilton Head / Bluffton market areas. She monitored the market providing top level communication and service to the firm’s clients.
Anne has been involved in the national CREW (Commercial Real Estate Women) Network organization for many years, serving on the founding Board for the CREW Charleston Chapter, and also as a former President and Board Member of CREW Atlanta, and Trustee for the National CREW Foundation.
